26741 (2025). Hon Barbara Edmonds to the Minister of Police: What initiatives, if any, have funding that will be carried over in each of the Vote’s that the Minister has responsibility for, if any, from the 2024/25 year into the 2025/26 year and what for what reason or reasons will these funds be carried over?

Hon Mark Mitchell: I am advised that four initiatives have funding carried forward from the 2024/25 financial year into 2025/26. These initiatives, along with the reasons for the carryovers, are outlined below: Next Generation Critical Communications (NGCC): Replacing Emergency Services Critical Communications ($37m) The expense transfers were driven by the lead joint venture supplier changing from Kordia to Tait System NZ. This change caused delays of 12 months in the delivery dates for the first two regions. Oral Fluid Testing Project The expense transfer was driven by an amendment of the Land Transport Act 1998 which is expected to enable Police to initiate compulsory roadside oral fluid (saliva) testing. The Oral Fluid Testing project’s full scope, including procurement processes, can only progress once the legislation is finalised and Royal Assent granted. Prosecutions Uplift Programme - Wait Time Reduction This expense transfer was due to delays caused by the Justice Sector defining and finalising the Prosecutions Uplift Programme Plus work programme and outcomes. Funding for new premise in Auckland Central Business District This expense transfer was due to a technical adjustment that aligned Auckland Central Business District operational requirements to cover additional lease and operating costs. I refer the Member to the attached table which sets out the funding transferred between the 2024/25 financial year into 2025/26.
