11432 (2025). Francisco Hernandez to the Minister of Education: What collective agreement negotiations, if any, will be due to take place in the Minister's departments, if any, during the 2025 calendar year, listed by date, union, and roles affected?
Hon Erica Stanford: I refer the Member to the attached table which shows collective agreement negotiations either underway or due to commence in 2025, led by the Ministry of Education for collectives covering Ministry employees and for collectives covering employees of school boards (the Education Sector). The Secretary for Education has delegated responsibility from the Public Service Commissioner to undertake collective bargaining for both these groups of employees. The Education Review Office (ERO) is currently in collective agreement negotiations with the Public Service Association (PSA). The negotiations include all permanent and fixed term employees of ERO, who are or become members of the PSA, with the exception of a few designated roles. The New Zealand Qualifications Authority (NZQA) collective agreement negotiations with the PSA have taken place and the collective agreement was ratified by members on 17 March 2025. The coverage of the Collective Agreement applies to all permanent and fixed term employees of the NZQA, or its successors and agencies, who are or become members of the PSA, with the exception of a few designated roles. Education New Zealand have no collective agreement negotiations due to take place in the 2025 calendar year.
