9359 (2026). Camilla Belich to the Minister of Internal Affairs: What technology or software systems, if any, used by any department or entity for which the Minister is responsible have been identified as end-of-life, unsupported, or requiring urgent replacement since 27 November 2023, listed by department or entity, system name, purpose, and estimated replacement cost?
Hon Brooke van Velden: Department of Internal Affairs: Please see attached table. The Department, as is common practice, has various systems nearing the end of their operational life cycle at any one time. The current list as of March 2026 is below. The Department is working through plans to manage these upcoming changes. In some cases, the Department may be engaging vendors and therefore the estimated replacement cost is commercially sensitive. In other cases, the Department may be working through options and is yet to determine the estimated replacement cost. The Classification Office (the Office): The Classification Database Application (CDA) was brought into production in 2008/09 and is fully depreciated. The CDA is considered a strategic asset for the Office. The CDA holds, and reports on, all classification records of the Office and produces the Register of Decisions, which is required under the FVPC Act. It is the Office’s main workflow management tool as well as supporting billing and document production. The CDA is not scalable in terms of its ability to process significantly larger volumes of material for classification, while design and functionality limitations hinder process improvements which are required to support the shift in our operational model. The Office has initiated work to replace this system, in line with Cabinet Circular CO (23) 9: Investment Management and Asset Performance in Departments and Other Entities. This work will be conducted over 2025/26 and 2026/27 and will be funded from within the Office’s cash reserves. The Office has not yet gone to market; however it is expecting a largely off the shelf solution will meet the majority of its requirements. Fire and Emergency NZ: I refer the Member to the attached table for Fire and Emergency New Zealand’s list of technology or software systems that have been identified as end-of-life. Lotto NZ: Since 27 November 2023, Lotto NZ has identified ten software components that have reached end-of-life or are unsupported. It has a strong understanding of the status of all of the systems – none require urgent replacement. Lotto NZ technology team actively manage their platforms to reduce the impact of any end-of-life systems and have good oversight of our technical debt. For security reasons, individual platforms cannot be named. Lotto NZ Board and management focus strongly on cybersecurity and the current status of our platforms sits within our risk appetite.
