81996 (2024). Hon Dr Duncan Webb to the Minister for Regulation: Are the Telecommunications Services Obligations Deeds agreed with Chorus and Telecom (now Spark) referred to in his answer to Written Question 75555 more appropriately termed "contracts" than "regulations?"

Hon David Seymour: TSO Instruments (such as the Deeds or Agreements between the Crown and a TSO Provider) are deemed to be legislative instruments under the Telecommunications Act 2001. As a result, they are both an agreement between those two parties as well as being a form of regulation.
