81992 (2024). Hon Dr Duncan Webb to the Minister for Regulation: What non-legislative alternatives, if any, has the Ministry for Regulation identified for the proposal for a Regulatory Standards Bill?
Hon David Seymour: There have been a number of non-legislative requirements over the last 30 years to improve the quality of regulatory analysis, which haven’t not delivered consistent high quality regulation.
These include:
• The 1997 Code of Good Regulatory Practice
• The 2009 Government Statement on Regulation
• The 2013 Initial Expectations for Regulatory Stewardship
• The Regulation Impact Analysis requirements Cab circular 2017 and 2020.
While non-legislative requirements are necessary, as seen in the 2024 Impact Analysis Cab circular, they have proved insufficient without the legislative backing provided by a Regulatory Standards Bill.
