Hon Chris Penk: I have seen this research and I would direct the member to the consultation the Government is currently running into changes to the H1 settings. The Government's approach to offer more flexibility is consistent with the research that the member has referenced. Under the existing system the schedule method can add significant additional cost when compared to the more flexible calculation and modeling methods.
