Hon Nicola Willis: Cabinet ultimately makes all Budget decisions. Preparation of Budget initiatives, including those for savings, are led by the respective lead Minister responsible for each agency. As Minister of Housing, Minister Bishop led the Budget initiatives for Ministry of Housing and Urban Development.
