Rt Hon Christopher Luxon: The member asks about Cabinet Office Circular CO(24) 2. Paragraph 4.2 states that the “relationships between parties will be guided by the “no surprises principle. Any concerns raised in accordance with the “no surprises” principle would be raised with coalition parties, not Ministers.
