Hon Dr Ayesha Verrall to the Minister of Defence: What information regarding conflicts of interest is explicitly requested or expected to be declared as part of the appointment process for Crown boards within ministries, departments, and agencies for which the Minister is responsible?

Hon Judith Collins: I am advised that for the Ministry of Defence, board members are required to complete a conflicts of interest declaration stating they do not have: any financial interest in the supply of goods and services in relation to the board; or any near relatives or friends with a financial interest in the supply of goods or services; or, any personal bias, inclination, personal obligation, allegiance or loyalty that would in any way affect decisions and contribution as a member. For the New Zealand Defence Force, possible conflicts of interest are considered before appointment to statutory boards established under the Veterans’ Support Act 2014. Identified conflicts of interest are raised in the relevant Cabinet appointment paper. On appointment, board members are required to confirm whether they have any actual or potential conflicts of interest relating to board activities and, if so, to provide information about these. Following appointment, there is an ongoing requirement for members to advise the board secretary and other members of the Board of any conflict of interest that could arise.
