Hon Brooke van Velden: No, there will be no requirement for licence holders to be based in New Zealand to operate. There will be an explicit provision in the legislation requiring a local address for service that applies to all licence holders even if they are based offshore. The Department of Internal Affairs can monitor licence holders digitally to ensure compliance with the regulatory system. An address for service will simplify the process for serving papers to bring court proceedings against a licence holder.
