77019 (2024). Hon Willow-Jean Prime to the Minister for Children: Further to 72596 (2024) what youth justice tasks and duties, if any, is the listed new Oranga Tamariki Operations Manager role required to undertake, and what percentage of the role is youth-justice specific?
Hon Karen Chhour: I am advised by Oranga Tamariki that the Operations Manager is responsible for:
• Overseeing the implementation of professional development and training opportunities to ensure all Residence and Homes staff are sufficiently skilled to perform their duties.
• Ensuring Residences & Community Homes adhere to Oranga Tamariki policy, regulatory requirements, and health and safety obligations with a strong link to Social Work Practice.
• Leading the development, evaluation and implementation of new policies and operating procedures in conjunction with Social Work Practice colleagues to ensure the model of practice is applied and adhered to across the Residence and Homes network.
• Ensuring reporting and monitoring processes are followed so that operational activities are accurately documented. This includes timely response to Ministerial questions and OIA.
• Managing relationships with various stakeholders including staff members, external agencies, and contracted providers, to optimise service delivery.
• Overseeing workforce management activities including, rostering, leave management and training coordination for kaimahi. Ensures the maintenance of effective staffing levels in relation to agreed staffing models.
• Supporting the National Director Youth Justice Services and Residential Care network with risk identification, risk management and response strategies.
• Developing relationships and collaborating with stakeholders in other Operations functions across Oranga Tamariki.
I am further advised that there is no set percentage for this role that is youth justice specific. It is dependent on the operational needs and focus at the time for the Youth Justice Services and Residential Care group.
