77018 (2024). Hon Willow-Jean Prime to the Minister for Children: Further to 72596 (2024) what youth justice tasks and duties, if any, is the listed new Oranga Tamariki Assessment Lead role required to undertake, and what percentage of the role is youth-justice specific?

Hon Karen Chhour: I am advised by Oranga Tamariki that the Assessment Lead is a role within the Family and Community Homes team and is responsible for: • Co-ordinating and evolving a national assessment model used when tamariki and rangatahi transition in and out of residences and homes. • Working with tamariki, rangatahi and their whānau or family to complete the initial contact, safety and needs assessment of tamariki and rangatahi. • Identifying which relevant programmes, referrals and services would be appropriate to address each rangatahi and tamariki individual needs. • Ensure all Interventions are aimed at enhancing safety and wellbeing and placement stability. • Lead on the implementation and review of tamariki and rangatahi plans, programs and services to ensure an appropriate standard of care, supervision, safety and support is provided and maintained. • Building criminogenic theory into assessments and factor this in as part of the overall care and support strategy for rangatahi. • Review existing care plans, programs and services to ensure an appropriate standard of care, supervision, safety and support is provided. • Work with kaimahi across the Residences and Homes network to ensure liaison with agencies such as courts, policy and mental health services is occurring. • Ensure seamless transition of rangatahi and tamariki into the Residence and Homes network. I am further advised that there is no set percentage for this role that is youth justice specific. It is dependent on the operational needs and focus at the time for the Youth Justice Services and Residential Care group.
