77012 (2024). Hon Willow-Jean Prime to the Minister for Children: Further to 72596 (2024) what youth justice tasks and duties, if any, is the listed new Oranga Tamariki Manager Family and Community Homes role required to undertake, and what percentage of the role is youth-justice specific?
Hon Karen Chhour: I am advised by Oranga Tamariki that the Manager Family and Community Homes is responsible to: • Ensure Family & Community Homes adhere to Oranga Tamariki policy, regulatory requirements, and health and safety obligations with a strong link to social work practice. • Ensure that best practice models are in place and properly embedded into our ways of working in the residences. • Manage the Family and Community Homes Leads to ensure the day-to-day operations are running smoothly. • Ensure that regulatory obligations for Family and Community Homes are fulfilled and that there is access to the information and insight needed to ensure best practice models are in place and properly embedded into ways of working in both the homes and residences. • Lead the development, evaluation and implementation of new policies and operating procedures for Family and Community Homes ensuring alignment with other areas of the Residence and Homes network. • Drive the organisation’s strategy, fostering relationships with key community organisations, partners, providers, and government agencies to identify growth and funding opportunities, influence change, and achieve wellbeing outcomes. • Develop and maintain partnerships with internal and external stakeholders and providers to deliver positive outcomes for rangatahi and tamariki in family and community homes. • Implement and lead a programme of continuous improvement for Family and Community Homes including identifying, developing, and pursuing policy or programmatic changes needed to achieve positive outcomes for rangatahi and tamariki and their whanau. I am further advised that there is no set percentage for this role that is youth justice specific. This position is focused on our Community, Family, Bail and Remand Homes, however, may support youth justice depending on the operational needs and focus at the time for the Youth Justice Services and Residential Care group.
