77010 (2024). Hon Willow-Jean Prime to the Minister for Children: Further to 72596 (2024) what youth justice tasks and duties, if any, is the listed new Oranga Tamariki Community Homes Lead role required to undertake, and what percentage of the role is youth-justice specific?
Hon Karen Chhour: I am advised by Oranga Tamariki that the Community Homes Lead is a role within the Family and Community Homes team and is responsible for: • Overseeing the Social Services Providers and Oranga Tamariki staff involved with operating the Community Homes to ensure they are providing positive environments for rangatahi. • Overseeing relationships with appropriate contractors and suppliers that support the maintenance and upkeep of the home. • Ensuring the Home environment for our young people is consistent with policies and procedures and legislative requirements. • Ensuring consistency of service delivery across the Community Homes in Oranga Tamariki by encouraging continuous improvement, ensuring adherence to practice guidelines and developing organisational policy and procedure. • Overseeing the operations and logistics of our Community Homes. • Co-ordinating the relevant Social Services Providers ensuring Community homes provide a welcoming and safe space for rangatahi when they cannot be bailed to their current home address. • Ensuring the effective operations of Community Homes ensuring the provision of tailored support to rangatahi and tamariki housed in their care. • Collaborating closely with the Managers across the Community Homes to ensure rangatahi care is consistent with Care principles and legislative requirements. • Ensure compliance with incident management, reporting and escalation requirements and that organisational obligations under mandatory reporting, child protection and safeguarding. I am further advised that there is no set percentage for this role that is youth justice specific. This position is focused on our Community, Family, Bail and Remand Homes, however, may support youth justice depending on the operational needs and focus at the time for the Youth Justice Services and Residential Care group.
