77008 (2024). Hon Willow-Jean Prime to the Minister for Children: Further to 72596 (2024) what youth justice tasks and duties, if any, is the listed new Oranga Tamariki Senior Advisor Care and Protection role required to undertake, and what percentage of the role is youth-justice specific?
Hon Karen Chhour: I am advised by Oranga Tamariki that the Senior Advisor Care and Protection provides support in activities such as: • Analysis, advice, management of information requests, co-ordination, and support of review and external monitoring-related work across the Residence and Homes network. • Identifying and promoting opportunities to improve outcomes for young people. • Development and implementation of new initiatives that will contribute to enhancing practice, performance, and responsiveness. • Co-ordinating responses to Official Information Act requests, Parliamentary questions, Privacy Act questions, Select Committee questions and other ad hoc questions. • Writing reports and papers in support of initiatives and action required. • Assessing implications on recommendation and findings and providing advice to the review management team and Director. • Interfacing and supporting external monitors and other parties that provide reviews, including the Office of the Children’s Commissioner, the Office of the Ombudsman, the Independent Children’s Monitor, Human Rights Commission, Waitangi Tribunal, Ministerial Advisory Board and Royal Commission. • Interfacing with key stakeholders across Oranga Tamariki for commissioning and monitoring of initiatives and action needed to address recommendations or findings. I am further advised that there is no set percentage for this role that is youth justice specific. This position is focused on our Care and Protection Residences, however, may support youth justice depending on the operational needs and focus at the time for the Youth Justice Services and Residential Care group.
