76753 (2024). Tamatha Paul to the Minister of Local Government: Is Wellington City Council a "high growth council" that will be eligible for increased borrowing capacity, per the Minister's press release on 20 November 2024?

Hon Simeon Brown: I am advised that the Wellington City Council is a Tier 1 council and that the Local Government Funding Agency (LGFA) will consider applications from Tier 1 and Tier 2 local authorities where the increase in borrowing capacity will be used to invest in growth infrastructure. I note that the LGFA’s announcement comes on top of the Local Water Done Well deal which allows council owned water organisations to borrow up to a level equivalent to 500 per cent of operating revenues through the LGFA – around twice that of what existing councils can borrow.
