Ricardo Menéndez March to the Minister for Social Development and Employment: What monitoring and evaluation tools, if any, are built into the design and implementation of the traffic light system and the welfare that works package to evaluate their effectiveness compared to other initiatives?

Hon Louise Upston: I am advised that the Ministry of Social Development is monitoring and will evaluate different aspects of the Welfare that Works Package using a range of tools and methods through a combination of quantitative and qualitative data collection and analysis. The Traffic Light System applies to clients receiving a main benefit who have work related and/or social obligations and is being implemented alongside a range of other changes to the welfare system. While we will be able to understand overall impact, it also means we cannot isolate the impact of each component. Planning for how we evaluate the Traffic Light System, including non-financial sanctions, is underway.
