Hon Penny Simmonds: I consider the criteria can be used to ensure strategic alignment of investment priorities without explicit reference to the waste strategy, through assessment criteria 1: “Preference will be given to projects that help achieve the strategic outcomes and waste priorities identified by the Ministry for the Environment from time to time (if any).
