71457 (2024). Teanau Tuiono to the Minister of Foreign Affairs: Under what threshold or circumstances would sanctions against Russia or other sanctioned entities be eligible for removal?
Rt Hon Winston Peters: In the case of sanctions against Russia, the Russia Sanctions Act 2022 (section 13) states that any person may apply to have a sanction revoked for any reason. In my capacity as Minister of Foreign Affairs, I make a decision on the application in a way that is consistent with the purpose of the regulations, which is set out in regulation 3 of the Russia Sanctions Regulation 2022.
In the case of sanctions under the United Nations Act 1946, member states or listed individuals and entities may submit a request for delisting to the United Nations Office of the Ombudsperson or the United Nations Security Council Committee, depending on the type of sanction that has been applied. If delisting is recommended, New Zealand would be notified accordingly.
