69712 (2024). Tangi Utikere to the Minister of Transport: How many transport infrastructure projects have started early works without a completed business case since this government took office, if any?

Hon Simeon Brown: I am advised that since 27 November 2023, early works have started on the Hawke's Bay Expressway Road of National Significance to enable the NZTA to maximise the 2025/2026 construction season and bring forward the construction of this project by 12 to 15 months, while planning continues to determine project scope and investment decisions.
