Hon Brooke van Velden: I recognise that there are risks in regulating the online casino gambling market, such as increasing gambling harm. I am confident that these risks can be mitigated with appropriate regulation. Proposed protections include limiting the number of licences, having strict entry requirements, and requiring harm minimisation and consumer protection processes. The current unregulated market has no oversight of harm minimisation efforts or consumer protection provisions by operators. This means, for example, there is no regulatory requirement that operators allow customers to withdraw their winnings.
