67779 (2024). Tamatha Paul to the Associate Minister of Housing: What operational changes were made to tighten the gateway into emergency housing before legislative changes to tighten the gateway came into effect on 26 August 2024?

Hon Tama Potaka: I am advised by the Ministry of Social Development (the Ministry) that operational changes were introduced from August 2023 to strengthen mutual obligations between emergency housing (EH) suppliers, clients, and Ministry staff. This included developing a resolution framework that provided clearer guidance on whether to make an emergency housing grant and when to escalate decisions. I am further advised by the Ministry that these resources were enhanced in April 2024 to support its frontline staff decision making, with increased consideration of an applicant’s circumstances at the time of application. This involved greater scrutiny of whether an applicant had unreasonably contributed to their immediate EH need, whether they had made reasonable efforts to access other housing options, and whether they have previously paid their EH contribution.
