Francisco Hernandez to the Minister of Immigration: Is the Minister concerned that the job offer process can be very difficult without a relevant work visa, for both internationally qualified nurses and employers alike, as explained in the Open Letter sent to your office on September 3?

Hon Erica Stanford: As the member is aware from WPQ 60169 (2024), I acknowledge the difficulties of Internationally Qualified Nurses (IQN) who have been unable to gain offers of employment in New Zealand. These difficulties also exist for New Zealand trained nurses who have not received offers of employment. I note that not having a work visa does not prevent IQNs from applying for and receiving an offer of employment. Following an offer of employment a nurse is able to apply for the relevant work visa. I am advised that since AEWV was introduced in July 2022 over 5,700 accredited employer work visas have been granted to IQNs who were already onshore. This shows that the current pathway does not prevent IQNs from receiving an offer of employment. All nurses are currently on the Straight to Residence pathway on the Green List, meaning they are able to apply for either a work visa (an Accredited Employer Work Visa) or a residence visa once they are registered by the New Zealand Nursing Council and have a job offer. This is the immigration system’s most attractive offering.
