Hon Shane Jones: The Ministry of Business, Innovation and Employment does not hold the information requested. Emissions from activities in New Zealand are regulated under the Emissions Trading Scheme. This requires all participants to report their emissions from certain activities and surrender the appropriate amounts of New Zealand emission units. All coal miners producing over 2,000 tonnes or stockpiling coal for sale over 2,000 tonnes per annum are required to be participants under the ETS; this information can be found here: https://www.epa.govt.nz/industry-areas/emissions-trading-scheme/ets-reports/emissions-returns/ They are required to report the fugitive emissions from production and emissions from the domestic combustion of the coal. For all types of mining, the emissions from the usage of liquid fuels (e.g. diesel) is reported by fuel importer rather than the miner. As such, it is not possible to generate a comparison of emissions from coal mining operations compared to all mining operations with the data currently available.
