This is necessary for the pilot and is based on health and safety grounds."?

Hon Karen Chhour: Yes. The answer to WPQ 58186 (2024) provided clarification from Oranga Tamariki that the kinds of exclusions referred to in paragraph 52 of the Cabinet Paper were determined after the individual physical and psychological needs of each young person were assessed on a case-by-case basis, including during assessments with a senior psychologist, to determine whether a young person could fully and safely engage in the programme.
