Hon Casey Costello: “A decision-theoretic public health framework for heated tobacco and nicotine vaping products” published in 2022 in the International Journal of Environmental Research and Public Health and references therein, provides an overview for the Member. I acknowledge that there is considerable uncertainty and that to date, most studies have lacked the desirable level of independence from potential tobacco industry influence. However, the evidence does imply that HTP risk is approximately 7.5% to 30% of the excess mortality risk of cigarettes. It should also be noted that the United States Food and Drug Administration has authorised one heated tobacco product system to be marketed as modified risk tobacco products, meaning claims can be made that switching from regular cigarettes to the product can reduce a person’s exposure to harmful chemicals.
