Hon Andrew Bayly: I am advised that the whakapapa engagement approach was developed internally by Stats NZ to support culturally grounded, authentic engagement with Māori communities – and is based on Māori perspectives, cultural values, and genealogical interconnectedness. It is not available online, as it is an internal tool used alongside the Te Arawhiti Engagement Framework, which is publicly accessible. The whakapapa engagement approach follows three key stages: 1. Whakawhanaungatanga – Building connections through lineage 2. Whakahono – Activating these connections for collaboration and co-design 3. Whakamana – Reaffirming the authority of Māori, Iwi, and hapū to define their data needs and aspirations.
