62435 (2024). Ricardo Menéndez March to the Minister for Social Development and Employment: Will the Minister rule out the Ministry of Social Development using Artificial Intelligence for Automated Decision Making?

Hon Louise Upston: I am advised by the Ministry of Social Development (the Ministry) that the tools used in some existing automated decision-making (ADM) processes could be considered Artificial Intelligence (AI), such as the data matching used for automatically processing Inland Revenue child support payments. None of these processes use any form of generative AI (a type of AI that includes tools such as ChatGPT). I am also advised by the Ministry that while no decisions have been made about the future use of AI for ADM, any possible use must both meet the complex algorithm requirements set out in its Automated Decision-Making standard (including specific requirements for transparency and human oversight), and also the Ministry’s general information policies, certification and accreditation processes, and commitments under the Algorithm Charter and Data Protection and Use Policy.
