62318 (2024). Francisco Hernandez to the Prime Minister: How many restructures, change processes or proposals, or any other sort of organisational process which led to reshuffling responsibilities or laying off employees has the Minister's department's had, if any, since 27 November 2023?
Rt Hon Christopher Luxon: In my capacity as the Prime Minister, I am the Responsible Minister for the Department of the Prime Minister and Cabinet (DPMC). The National Emergency Management Agency is a departmental agency hosted by DPMC. For the 2023/24 Financial Year I am advised the following: 1. DPMC restructured its national security and risk functions following the report of the Royal Commission of Inquiry into the Terrorist Attack on Christchurch Mosques on 15 March 2019 and an internal review focused on aligning the department’s national security and risk functions with the future needs of the system. This resulting restructure had no impact on total staff numbers and led to the creation of two new groups: National Security Group, and Risk and Systems Governance Group. 2. The Strategy Unit and the time-limited Implementation Unit were disestablished, and the Delivery Unit was established. Twelve positions were disestablished, and six positions were established in total. 3. The Chief Executive, Cyclone Recovery ran a change process within the Cyclone Recovery Unit to recognise the changes in the role of the Unit since it was established in March 2023, and to identify the impact of the changed role on the roles, responsibilities, skill and experience needed. As a result, a net of eight roles were disestablished (10 roles disestablished and two roles created). Six of the disestablished roles were vacant. The overall number of roles reduced from 36 to 28. There were two redundancies in DPMC. For the current financial year, as at 25 September 2024, there have been no restructures/reviews or redundancies.
