Hon Simeon Brown: Cabinet has agreed that the enabling legislation for time of use charging will require schemes to include an impact assessment, which will include consideration of the ability of public transport networks to manage distributional impacts. Specific assessments for a particular scheme will be considered as part of scheme design.
