59723 (2024). Ricardo Menéndez March to the Minister for Social Development and Employment: What, if any, benchmarks are used for measuring the success of He Poutama Rangatahi, and how is the programme performing against those benchmarks?
Hon Louise Upston: I am advised by the Ministry of Social Development that the success of He Poutama Rangatahi (HPR) is based on whether it is effective in improving the outcomes of participants above what they would have otherwise achieved. This assessment is done by selecting a suitable comparison group (who are similar to HPR participants) and comparing the outcomes of this group to those of the participants. Based on this method, HPR is rated as ‘Effective’ as it increases the time participants spend in employment above that of the comparison group over the first year after starting the programme.
