59227 (2025). Shanan Halbert to the Minister for Vocational Education: What evidence, if any, suggests that the new vocational education and training model will be more financially viable long-term compared to Te Pūkenga’s model?
Hon Penny Simmonds: In 2023, all polytechnic business divisions reported a deficit with some of these deficits substantial. Over 2025, a considerable amount of work was completed to improve the financial performance of each business division. In 2026, nearly all polytechnics are forecasting a surplus.
Alongside the financial improvement initiatives, providing regional autonomy enables asking polytechnics to be more relevant and responsive to community needs and the local labour market. This, alongside a stronger financial footing, will help ensure their long-term financial viability.
