59218 (2025). Arena Williams to the Minister for Building and Construction: What legislation, if any, does the Minister intend to introduce in 2026 within the Building portfolio?
Hon Chris Penk: There are three pieces of building-related legislation that have already been introduced to Parliament and are currently being considered at Select Committee:
- The Building (Earthquake-prone Building) Amendment Bill,
- The Building and Construction Sector (Self-certification by Plumbers and Drainlayers) Amendment Bill, and;
- The Building and Construction Sector (Strengthening Occupational Licensing Regimes) Amendment Bill.
In addition, I intend to progress legislation to amend the Building Act 2004. Among other things, this legislation is intended to change liability settings from joint and several to proportionate liability and support this shift with protections from homeowners, remove barriers to Building Consent Authority consolidation, and enable self-certification for simple residential buildings.
