59174 (2025). Shanan Halbert to the Minister for Universities: What fiscal or financial risks, if any, has the Minister been informed of within the university sector in 2026?

Hon Dr Shane Reti: The university sector continues to face a range of risks to their ongoing performance and financial sustainability. I have been advised of four key financial risks currently facing the sector: 1. Domestic tuition revenue being lower than forecast. 2. International enrolments, while growing, are yet to return to pre-COVID-19 levels for some universities 3. Savings plans and constrained expenditure forecasts. 4. Extensive capital requirements.
