Hon Nicola Willis: The Social Investment Agency has not modelled the impact on offending and other poor outcomes of "simply" lifting families’ incomes above poverty thresholds. The Social Investment Agency’s focus is on improving the impact of the services government invests in. This has been through establishing outcomes-based contracts that allow organisations to innovate and adapt the support they provide.
