58899 (2025). Hon Carmel Sepuloni to the Minister for Women: Who advised her that Australia's mandatory pay gap reporting system had delivered “very minimal gain”, and on what date?
Hon Nicola Grigg: Gains relating to a single measure, such as mandatory reporting, are hard to isolate. In New Zealand we’ve seen a significant decrease in the gender pay gap without mandatory reporting. I believe that starting with a government backed voluntary scheme is the best option to support businesses to start calculating and reporting their pay gaps. Regulation alone does not drive significant or rapid change. Despite gender pay gap reporting being mandatory in Australia since 2012, progress towards reducing the gap remains slow.
