58782 (2025). Hon Jan Tinetti to the Associate Minister of Education: Are the changes to early childhood education licensing criteria expected to support workforce stability and retention; if so, how?

Hon David Seymour: The amendments to Early Childhood Education licensing criteria focus on premises and facilities, health and safety practices, and governance, management, and administration requirements. Workforce-related requirements, such as minimum qualifications, are set in the Education (Early Childhood Services) Regulations 2008. These were not in scope of the licensing criteria amendments.
