Hon Erica Stanford: I am advised that the primary reasons for NZeTA application declines were section 15 exclusions (for example due to serious criminal convictions), identity concerns, or the where the visa waiver that applied to an individual had been suspended due to other serious character or immigration non-compliance matters.
