58055 (2024). Hon Dr Ayesha Verrall to the Minister of Health: How will Health New Zealand monitor for unintended consequences of health targets, such as hospitals moving patients to areas not counted for target metrics, if at all?

Hon Dr Shane Reti: I am advised that Health New Zealand has developed a suite of balancing metrics that will be used to understand where work to meet health targets may have unintended consequences. I am further advised that Health NZ is working to improve its data and reporting in order to monitor the impact of initiatives, including understanding performance by rurality, ethnicity, and deprivation. I am also advised that in developing national data platforms and reporting capability over the last year, Health NZ has developed a performance framework that supports accountability at a district level with regional and national oversight.
