58010 (2024). Hon Dr Duncan Webb to the Minister for Regulation: Does the "Regulatory Impact Statement: ECE Regulations – Changes to requirements for person responsible" meet the Ministry for Regulation's quality standards for regulatory impact statements?
Hon David Seymour: Officials advise that the Ministry for Regulation publishes criteria against which the quality of Regulatory Impact Statements (RIS) are assessed. Quality assurance (QA) against the criteria published by the Ministry is an independent process carried out by a panel of officials who were not involved in development of the policy proposal or accompanying RIS. While Ministry for Regulation officials may form some or all of the independent QA panel for some proposals, the panel for this proposal was comprised of Ministry of Education officials not involved in development of the proposal.
