57526 (2025). Hon Willow-Jean Prime to the Minister of Education: What, if any, procurement process was undertaken for the contract that The Learning First Group Pty Limited was awarded the contract for in the financial year 2024/2025?

Hon Erica Stanford: A market scan was undertaken to identify providers with the capability to undertake comparisons of a range of international curricula, with a focus on knowledge rich curriculum and approaches. The scan found this expertise was not available within the existing providers in New Zealand. Learning First were awarded one contract in the 2024/25 financial year by way of an exemption (in line with the Government Procurement Rules). Learning First was engaged directly due to their proven international and independent expertise, which was required to support the curriculum development and design.
