Hon David Seymour: The Ministry of Education conducted a public consultation process, and all responses were considered before amendments to the Early Childhood Education licensing criteria were finalised. The consultation sought feedback on the impact of the proposed changes on various stakeholders. Consultation feedback shaped the advice provided and helped determine the balance between compliance activities and supporting children’s learning, health and safety.
