57449 (2025). Hon Kieran McAnulty to the Minister of Housing: How was the 11% overcrowded homes figure in the Kāinga Ora 2024/25 Annual Report calculated and what were the statistics used to calculate it?
Hon Chris Bishop: Kāinga Ora - Homes and Communities advises me that it defines overcrowding as "tenant bedroom requirements are one more than the number of bedrooms". The Ministry of Social Development conducts a housing assessment for clients seeking social housing. Part of that determination is the number of bedrooms required based on a number of factors. The statistics were calculated based on the number of tenancies, and the number of those classified as overcrowded.
