57380 (2025). Francisco Hernandez to the Minister for Regulation: How many regulatory impact statement exemptions have been made each month since the Ministry for Regulation's establishment?
Hon David Seymour: The attached table lists the number of exemptions granted since the Regulatory Impact Analysis function transferred to the Ministry for Regulation in May 2024.
Note officials have excluded exemptions for discussion documents. These have been excluded from the table as, under this ground, agencies are still required to prepare impact analysis as part of their discussion document.
The majority of exemptions fall within the following categories (in descending order):
- no, or only minor, economic, social, or environmental impacts
- relevant issues have already been addressed by existing impact analysis
- the economic, social, or environmental impacts are limited (e.g. in scope and type) and are easy to assess.
- a RIS would substantively duplicate other government policy development, reporting, and publication requirements or commitments
- the government has limited decision-making discretion or responsibility for the relevant content of the proposed legislative action.
