56023 (2024). Chlöe Swarbrick to the Minister of Climate Change: What data, if any, did the Ministry for the Environment use as the basis for its analysis in the July Briefing 'Key issues and options for NZ ETS settings' on the differential cost impacts of emissions pricing on households?

Hon Simon Watts: I am advised that the Ministry for the Environment used three main data sources to calculate the impacts on households: 1. A projected ETS price, which was generated using the NZ ETS Market Model (see Figure 1 in BRF 4919). https://environment.govt.nz/assets/publications/ETS-unit-settings-2025-MfE.pdf 2. Stats NZ Input-Output tables for the year ended March 2020 and Consumer Price Index (CPI) category weightings, are used to estimate the ETS cost embodied in different goods and services. 3. Stats NZ Household Expenditure Survey (HES) by household income group (income decile), which provides a breakdown of average weekly household expenditure by category and sub-category. 2019 data was used for consistency with the sources in step 2. (Note, more recent HES data (year end June 2023) is now available on request from Stats NZ but this does not materially alter the analysis). In addition to these, CPI data was used to re-base data to 2024 dollar terms as required.
