Hon Simon Watts: I am advised the Ministry for the Environment used household income deciles based on Stats NZ Household Expenditure Survey data as the key metric to disaggregate impacts on households. In the briefing, impacts on household income deciles 1 and 2 are grouped together as "lowest income households" and household income deciles 9 and 10 are grouped together as "highest income households.
