56005 (2025). Camilla Belich to the Minister of Defence: For what reasons, if any, have Non-Disclosure Agreements been used in each of the entities for which the Minister is responsible since 27 November 2023, broken down by category of issue (such as conduct, grievances, employment disputes, whistleblowing, or other)?
Hon Judith Collins: Ministry of Defence: Since 27 November 2023, there have been no non-disclosure agreements signed relating to conduct, grievances, employment disputes, or whistle blowing matters. One non-disclosure agreement was signed in September 2025 relating to the protection of sensitive commercial information as a part of the acquisition of a major defence capability.
The New Zealand Defence Force has identified seven instances since 27 November 2023 where confidentiality clauses were included in settlement agreements to preserve privacy interests of the parties. The reasons for the settlements were as follows:
• Settlement in accordance with s 149 of the Employment Relations Act 2000 – three settlements;
• Settlement of grievance relating to service as a member of the armed forces – four settlements.
