Tangi Utikere to the Minister of Local Government: Will the Government publish a standardised list of the council activities that will be classified as essential services under the rates-cap regime, so that councils can clearly understand which functions justify the minimum permitted increase?

Hon Simon Watts: The rates cap will apply to all sources of rates but will exclude water charges and other non-rates revenue such as fees and charges. It will be up to councils to decide how rates revenue and other forms of income are utilised.
