Tangi Utikere to the Minister of Local Government: Will the Government publish a decision-making framework outlining the circumstances in which councils are expected, or required, to remain at or above the lower bound of the target range, particularly where councils attempt to hold rates increases close to zero?

Hon Simon Watts: All councils will be required to operate within the band unless they seek, and are granted, an exemption. This includes remaining at, or above, the lower bound of the target range.
