55467 (2025). Hon Jenny Salesa to the Minister of Customs: What measures are in place to ensure that regulatory and law-enforcement agencies themselves are resilient to infiltration, corruption or collusion by organised-crime links if any?

Hon Casey Costello: I am advised that the New Zealand Customs Service (Customs) has robust mechanisms in place that provide resilience to infiltration, corruption and collusion by transnational, serious and organised crime groups. These mechanisms include: regular, formal Declaration of Interest processes; stringent recruitment processes that include pre-employment vetting; insider-threat training for all Customs staff; and an active integrity programme overseen by Customs Risk, Security and Assurance Team. Customs also offers a 'speak-up' programme that enables staff and the public to raise any concerns, which can also be reported anonymously. Should any vulnerability be identified, Customs Risk, Security and Assurance Team will work with the appropriate parts of the organisation to manage the threat.
